Sin Taxes

There is a very lively discussion of the proposed fee increase in the federal beer tax going on in the blogosphere. Two places that have interesting discussions are Alan McLeod, at A Good Beer Blog, and Steve Sullivan, guest blogging yesterday on Kasper On Tap on the Baltimore Sun site. Sullivan provides a roundup of the current blogging on proposed increases in liquor taxes to finance health care reform. I have posted a bunch on this topic and my dissertation and a large part of my book dealt with the federal government and liquor taxes.

Last April I posted about a proposed increase in the Wisconsin beer tax. Many of the points are also relevant for the federal situation so I am re-posting it.

The  website Wausau Daily Herald.com had a posting yesterday suggesting that Wisconsin raise its beer tax. Apparently the state is facing a rising problem of underage drinking and some legislators as well as police officers  believe one response should be increased beer taxes. The state is also facing a budget deficit of $250 million.

Wisconsin has not increased the beer tax since 1969. It remains at six cents a gallon; the national average is twenty-six cents. During the forty years that the Wisconsin beer tax has remained stationary, tobacco taxes in the state have increased eight times. They are currently $1.77 a pack. Wisconsin ranks first both in percentage of high school students that drink and  binge drinkers.

Given Wisconsin’s historical image as a center of brewing, the author of the posting suggested that, “Proposing a beer tax increase here is like suggesting higher tobacco taxes in North Carolina.” The author actually understates the potential opposition to a beer tax increase since he cites only Miller as a factor in the current Wisconsin brewing industry and claims primarily sentimental value for the industry today. However there are over fifty breweries and brew pubs in Wisconsin; several of which are among the top fifty brewers in the  country. Miller Brewing is of course the country’s third largest brewers while  Minhas Craft Brewery of Monroe, Wisconsin is fifteenth.

In 1991, when the brewing industry faced the first tax increase for beer in forty years, brewers large and small joined to fight the proposed increase. In fact most brewing industry organizations including the Beer Institute, the Brewers Association, and the National Beer Wholesalers Association maintain that tax should be rolled back.

Although craft brewing has a certain cachet that would imply it is something other than a business, craft brewers are no different from Anheuser-Busch, Miller, and Coors  in seeking the least possible federal and state interference and regulation via  taxation or other means. Given the poor economic landscape as well as the particular problems facing brewers such as the hops shortage, it is very likely that the brewing industry will argue against the tax as a regressive measure that would fall unfairly on middle class and working people. Because the brewing industry has always emphasized the heavy tax burden it already bears, it will argue that further taxes are not appropriate.

Increasing taxes to  cover the societal costs of alcohol and abuse is something that the brewing industry has always rejected and will most probably continue to. It is very interesting that these arguments date back to the the beginning of federal taxation of beer and distilled spirits in 1862 and have not changed very much.

Beer and Wine in Israel

In my post about Jewish Beer and Brewing I discussed Israeli and Palestinian beer. While in Israel, I had the opportunity to taste both Goldstar and Macabee. Goldstar is a medium color lager with a decent flavor and a small hoppy taste. Maccabee was pretty bad, on par with Bud or Pabst. My husband had Nesher Malt, which is a non-alcoholic beer which has been produced  since 1935.

Someone who was on our trip had Dancing Camel beer on tap and said it was very good. Their website has several different beers, some with funny names in the style of Shmaltz Brewing and He’Brew. The food scene in Israel is so amazing that I think it is just a matter of time before Israel has a thriving micro-brewery industry.

We also had a tour at the Carmel Winery in Zikhron Ya’akov. Most American Jews grow up drinking Manishevitz at Passover and think that is the extent of Jewish Kosher wine. The company dates back to 1882,Baron Edmund de Rothschild, owner of Chateau Lafite, helped established it.

Unlike Manishevitz, Carmel’s fine wines are not pasteurized which allows them to have a  better flavor. The wine we tasted was very good and our tour guide was an amazing, extremely stylish woman, originally from  Morocco. Unfortunately I can’t remember her name but I do have some pictures.

Justina

We got back from our trip to Israel on Thursday May 28 after being up for about 26 hours. We  had a wonderful time but it has taken a few days to decompress and resume my everyday life. For one thing the weather was fabulous and the plants and flowers were so beautiful. It is not quite as pretty here at home. I plan to post a few entries about the trip, hopefully with pictures. Some will be about beer and alcohol while others will just be about the experiences I had while there.

One afternoon we walked on the rooftops of the Old City of Jerusalem and looked at churches and other buildings. We also went into some of them. One place we visited was the Syrian Church. A woman named Justinia is in charge. She was from Iraq and had been a math teacher. To say she was strict would be an understatement. She made clear that we were to sit properly and not cross our legs. Justina was also devout. She speaks English but prays in Aramaic which was the street language of Jews and early Christians. She spoke to us about a miracle that had occurred at her church and then sang the Lord’s Prayer and Psalm 150, the final psalm, both in Aramaic.

The next day we had a teaching about Jerusalem and its many varied meanings for different people. Our teacher, Yardena,  was excellent and she had us each write something about Jerusalem. I wrote the following poem. I haven’t written a poem in probably twenty-five years.

Revisiting Old Posts

I have recently been thinking about the thirty-eight posts from my pre-wordpress blog.  I  realized that people might want to see what else I have written on a topic and there isn’t an easy way to do that. I thought about re-posting all of them, but that seems like too much work. I also thought about linking to them every time I am on a topic again, but I would get stuck in an endless loop. Old Style

A few weeks ago , the Alcohol and Drugs History Society site had a story about Old Style beer.  Old Style Beer was the most famous product of Heileman Brewing Company, the nation’s sixth largest brewer in 1980. Heileman was a victim of the late twentieth century beer wars which saw regional and second tier breweries fall under the advertising onslaught of Anheuser-Busch and Miller. Pabst owns the brand now and the virtual brewer has decided to change the recipe. Pabst is returning to krausening as its’ carbonation method.  The process involves adding  a small amount  of wort that is still fermenting to a already fermented beer.  This is  an older method of adding carbon dioxide to beer.

Until recently a 24 pack of Old Style cost $13; now it cost $19. Various bars in Nebraska have Old Style on tap; a pitcher used to cost $5.75 now it is $7.25. Many of the nostalgia laden beers that Pabst markets, such as Pabst Blue Ribbon, Old Style, and Schlitz, get much  of their appeal from the low price. Some drinkers have called Old Style, “Old Bile”.

Pabst made these changes in response to declining sales. Most of the brands Pabst manages were regional or second tier breweries from the 1950s to the 1980s or whenever they ceased independent production.  The drinkers of these cheap beers with a long history are far removed from people willing to pay $40 for a three course dinner with beer pairings. That is available today at the Beer Table in Brooklyn New York. (I gave a talk there in the fall) The  charming, small bar/restaurant has three beers on tap; two are Italian and one is Belgian. In many ways drinkers of standard American lager and drinkers of craft beer occupy two completely separate worlds. I am not sure what would ever connect them.

The Awful Truth

Andy Crouch has a very interesting post about the efforts of Daniel Lanigan to buy a bar in Cambridge. It is of particular interest to me because until recently Daniel owned the Moan and Dove which is my favorite bar. He also owned the Awful Dirty Truth which I think he envisioned as a beer restaurant but I don’t think it worked. The issue Andy is reporting on concerns the liquor license and whether the bar in Cambridge will be open until 2 a.m. The License Commission is concerned because they are trying to eliminate “barrooms””. The neighbors are concerned because of crowd control. These and similar issues were standards parts of the pre-Prohibition world. Licensing was often a tool of Prohibitionists in their attempts to curtail the liquor trade. Liquor control polices developed during Repeal also relied on licensing. A main goal of Prohibition was to eliminate the saloon; post-Repeal polices along with changes in the packaging of beer have encouraged a huge trend away from public drinking toward drinking in the home. The craft beer movement and the growth of beer pubs has reversed that trend somewhat. However, the License Commission hearing shows that public officials prefer drinking to be a part of a dining experience and frown on establishments dedicated solely to drinking.

Jewish Beer and Brewing

On Sunday, I gave a talk at the Jewish Community of Amherst on “Jewish Beer and Brewing.” I didn’t actually write that much about this topic in my book, Brewing Battles, so this talk was a combination of material from the book and other sources. For this blog post, I will present primarily the new material.

In 1840, the Jewish population in America was about 15,000. By 1880, there were 250,000. The majority were German Jews. Their reasons for leaving were very similar to non-Jewish Germans. Many of the German Jewish immigrants were involved in business including banking and department stores. German Jews had not been prominently involved in brewing in Germany and thus did not gravitate to that industry in America. The industry that both German and Eastern European Jewish immigrants played a major role in was the garment industry as well as department stores. Bye Bye Blue Laws?

Blue Laws  restrict the selling of alcohol on Sundays and date back to the nineteenth century. Blue law legislation can also prohibit other commercial activities on Sunday. Most states have rescinded or overturned this legislation but Connecticut, Georgia, and Indiana still restrict sales of all alcoholic beverages. Fifteen other states , including Texas, prohibit the sale of distilled spirits only.

According to Time, these states may soon join the rest of the country in providing 24/7 liquor sales to their citizens. Although the Christian right opposes overturning the Blue laws, the states feel they are losing a valuable source of revenue by continuing  to prohibit Sunday sales. Connecticut faces competition from both New York and Massachusetts while Texas feels it is losing  revenue from potential sales along the border with Mexico.

The Time article points out how governments turn to alcohol as a source of revenue during hard times. The Repeal of Prohibition at the height of the Great Depression is the most striking parallel to today’s situation. President Obama certainly appears to share President Franklin Roosevelt’s affinity for cocktails but Jessica Warner, The Day George Bush Stopped Drinking: Why Abstinence Matters to the Religious Right, argues that, as a society America needs to abstain from something. If the revenue needs of states move our abstemious gaze away from alcohol, what other substance or behavior will we seek to curtail?

60 Minutes

I just finished watching a segment of 60 Minutes on the drinking age. I have written about this subject before but I guess there is always more to say. The spokesperson for the college presidents who want to lower the drinking age to eighteen was John McCardell, former president of Middleburry College while the head of MADD spoke in opposition. 60 Minutes told a horrific story about an eighteen year old who died of alcohol poisoning following a fraternity initiation rite. His friends left him alone to die. Both his parents and McCardell seem to feel that the situation would have been different if the drinking age was lower. I am not sure if the legal status of the alcohol and the drinkers could change the basic immaturity of the people involved. To my mind, their lack of judgment in every area caused the death of that young man.

McCardell wants to accompany the lowering of the drinking age with mandatory alcohol education and a subsequent license to drink. He proposed this after saying he wasn’t suggesting temperance or prohibition. However, his ideas for alcohol education sound a lot like Scientific Temperance Instruction which was a program of the Woman’s Christian Temperance Movement and featured a shriveled up liver in a jar. Although McCardell wants to paint his opposition as prohibitionist, his ideas support a temperate or moderate approach to drinking. McCardell acknowledged, to Leslie Stahl, that many people are opposed to lowering the drinking age but he feels history is on his side. After all, according to him, everyone knows that Prohibition failed. If the issue is strictly levels of alcohol consumption, Prohibition did not fail. Levels decreased significantly and did not climb back up to pre-Prohibition levels until the 1970s.

A Day in New York City

Yesterday I had to go to New York City for the day. After my appointment I had about four hours to kill before my train left. First I went to the Mount Vernon Hotel Museum which until 2000 was the Abigail Adams Smith House. I had chosen to go there because I thought it was the headquarters of the Colonial Dames of America. colonial-barbie

The CDA does manage the Museum but their offices and presumably archives are in the building next door. This was built in 1977 to look old. Oddly enough, this building looks worse than the museum, which was built in 1799 as a carriage house for the planned mansion of Abigail Adams Smith, John Adams daughter, and her husband. The museum does not have any artifacts pertaining to the Smiths which may be one reason they changed their mission.In 1826 Joseph Hart purchased the carriage house and turned it into a day resort, equivalent to a spa today.  Hart operated this business for seven years until 1833.

The museum only has a few things that are actually from the hotel. The rest of the artifacts are “of the period.”  This is often the case with small museums. No one was in at the CDA so I couldn’t talk to them.

After the 30 minute tour of the museum I ate lunch and then I went to Bloomingdales. I haven’t been in Bloomies in a very long time. The display windows  are full of Barbie doll mannequins because Barbie is 50 and Bloomingdales is celebrating her birthday. According to the New York Times the store is “leaning on Barbie to salvage its quarterly bottom line.”

On the third floor there must have been over one hundred Barbies from different years dressed as different careers including doctor and stewardess. There were also Barbies as different celebrity figures. Apparently the first one of these was Twiggy in the 70s but there is also one of Beyonce. Most of the dolls are from the 90s. The 1959 Barbie is a replica.I confess I still have my Barbie which dates from that time.

On the second floor the store is selling Barbie purses and replica dolls. There is also a display of life size mannequins in designer clothes. Although I didn’t plan on it, the day turned out to have a theme, Both the  Colonial Dames and Barbie represent American womanhood and ideals of femininity. Now I just have to figure out how they are connected.
